在现代市场经济条件下,房地产税制具有十分重要的功能。现阶段中国房地产税制存在房地产税收功能分散,房地产税种设置交叉重叠现象突出,计税依据不符合国际惯例,房地产保有环节税负偏轻和房地产税权分布结构不合理等问题。中国房地产税制改革已进入基础性制度建设阶段,必须按照"宽税基、简税种、低税率"的原则,实现房地产开发流转环节税收为主向房地产保有环节税收为主的房地产税制转型,去土地财政化,这就要适时开征房产税。开征房产税可以分两步走,近期对居民新购商品房超免税标准部分征收房产税,中长期覆盖到居民已购存量房地产。  相似文献

A challenge for large‐scale environmental health investigations such as the National Children's Study (NCS), is characterizing exposures to multiple, co‐occurring chemical agents with varying spatiotemporal concentrations and consequences modulated by biochemical, physiological, behavioral, socioeconomic, and environmental factors. Such investigations can benefit from systematic retrieval, analysis, and integration of diverse extant information on both contaminant patterns and exposure‐relevant factors. This requires development, evaluation, and deployment of informatics methods that support flexible access and analysis of multiattribute data across multiple spatiotemporal scales. A new “Tiered Exposure Ranking” (TiER) framework, developed to support various aspects of risk‐relevant exposure characterization, is described here, with examples demonstrating its application to the NCS. TiER utilizes advances in informatics computational methods, extant database content and availability, and integrative environmental/exposure/biological modeling to support both “discovery‐driven” and “hypothesis‐driven” analyses. “Tier 1” applications focus on “exposomic” pattern recognition for extracting information from multidimensional data sets, whereas second and higher tier applications utilize mechanistic models to develop risk‐relevant exposure metrics for populations and individuals. In this article, “tier 1” applications of TiER explore identification of potentially causative associations among risk factors, for prioritizing further studies, by considering publicly available demographic/socioeconomic, behavioral, and environmental data in relation to two health endpoints (preterm birth and low birth weight). A “tier 2” application develops estimates of pollutant mixture inhalation exposure indices for NCS counties, formulated to support risk characterization for these endpoints. Applications of TiER demonstrate the feasibility of developing risk‐relevant exposure characterizations for pollutants using extant environmental and demographic/socioeconomic data.  相似文献

交通拥堵与雾霾污染是制约现代城市发展的两大顽疾,准确识别交通拥堵与雾霾污染之间的交互影响,有助于城市管理者重新审视现行治堵与治霾政策的合理性。本文借助大数据平台采集了我国99个城市的高德拥堵延迟指数(CDI)、空气质量指数(AQI)及六种分项空气污染物浓度日报数据,首次采用收敛交叉映射(CCM)方法实证考察了交通拥堵与雾霾污染之间的因果关系。研究发现,CDI与AQI以及CDI与分项污染物组成的动态系统均呈现明显的非线性与弱耦合特征。基于CCM检验结果,大多数城市的CDI与AQI之间不存在显著的因果关系;从分项空气污染物的角度,大多数城市的CDI与主要空气污染物之间不存在显著因果关系,但与次要空气污染物之间却存在显著的单向或双向因果关系。上述结果表明,尽管交通拥堵与雾霾污染之间有一定关联,但在因果关系上现有的经验证据并不支持两者相互影响,治堵和治霾不能“一箭双雕”而必须“双管齐下”。本文的研究在经验上丰富了关于交通拥堵与雾霾污染交互影响的讨论,对城市管理者更加谨慎与合理地制定治堵政策与治霾政策有重要现实意义。  相似文献

Conventional globalization theory states that regional economic integration will precede price standardization across participating countries due to the increased buying power of large retail groups and parallel imports. The resulting price corridor should merely reflect differences in logistic costs and short-term, local competitive actions. Yet, this study uses panel data from 25 European countries to examine how hefty food and beverage price differentials between regions remained constant over the last decade. Income, store productivity, and market concentration all contribute to the explanation for regional price differences. These findings suggest that, contrary to straight-line globalization theory, large European retailers’ decisions can influence price convergence and maintain important price dispersion between economically integrated countries. 为探究《大气污染防治行动计划》 (以下简称“大气十条”)的健康效应,本文基于中国健康与营养调查(CHNS)数据及省级面板数据,利用基于多项Logit模型的双重差分法(Logit-DID),从微观与宏观两个维度考察“大气十条”政策的健康改善效应及其传导机制,并进一步通过异质性分析探讨环境健康不平等的内在原因 研究发现:“大气十条”实施带来显著的健康效应,该政策不仅能有效控制与空气污染高度相关疾病的发病率和死亡占比,还能够间接降低受空气污染影响较小的疾病病情。其作用机理主要通过控制PM2.5浓度改善公众健康,同时该政策对二氧化硫(SO2)、氮氧化物、烟(粉)尘等其 他污染物浓度的下降起到了协同作用。进一步分析显示环境福利不公平的现象依然存在,“大气十条”政 策显著降低了疾病高发人群的发病率,且对女性、城镇居民和低、高年龄段等疾病高发人群的健康影响更显著。本文为政府构建环境健康公平发展路径,推进“健康中国”战略提供了经验证据和政策借鉴。  相似文献

Reciprocity considerations are important to the tax compliance problem as they may explain the global dynamics of tax evasion, beyond individual tax evasion decisions, toward a downward or upward spiral. To provide evidence on reciprocity in tax compliance decisions, we have conducted a laboratory experiment in which we introduced two types of inequities. The first type of inequity is called vertical, because it refers to inequities introduced by the government when it sets different fiscal parameters for identical taxpayers, while the second type of inequity is called horizontal because it refers to the fact that taxpayers may differ in tax compliance decisions. In this setting, taxpayers may react to a disadvantageous or advantageous inequity through negative or positive reciprocal behaviors, respectively. Our results support the existence of negative and positive reciprocity in both vertical and horizontal cases. When both inequities come into play and may induce reciprocal behaviors in opposite directions, the horizontal always dominates the vertical.  相似文献

新经济地理学理论认为劳动力出于商品多样性偏好和节约商品运输成本的目的集聚于厂商集聚的地区。文章以长三角城市群为例,利用第六次人口普查数据和NEG模型研究了劳动力流动跨省迁移的影响因素,着重考察了市场潜能对劳动力跨省迁移的作用。研究发现:市场潜能对劳动力跨省迁移有显著的正向效应,从而证明了新经济地理学的“前向联系”;地理距离对劳动力跨省迁移有弱化效应,但没有通过显著性检验;工资水平、就业率、边界效应对劳动力跨省迁移有显著的正向效应。  相似文献

This paper examines the implications for European music culture of the European Union’s (EU) Digital Single Market strategy. It focuses on the regulatory framework being created for the management of copyright policy, and in particular the role played by collective management organisations (CMOs or collecting societies). One of the many new opportunities created by digitalisation has been the music streaming services. These depend on consumers being able to access music wherever they are, but such a system runs counter to the management of rights on a national basis and through collecting organisations which act as monopolies within their own territories. The result has been ‘geo-blocking’. The EU has attempted to resolve this problem in a variety of ways, most recently in a Directive designed to reform the CMOs. In this paper, we document these various efforts, showing them to be motivated by a deep-seated and persisting belief in the capacity of ‘competition’ to resolve problems that, we argue, actually lie elsewhere – in copyright policy itself. The result is that the EU’s intervention fails to address its core concern and threatens the diversity of European music culture by rewarding those who are already commercially successful.  相似文献

State socialist economies provided public housing to urban citizens at nominal cost, while allocating larger and better quality apartments to individuals in elite occupations. In transitions to a market economy, ownership is typically transferred to existing occupants at deeply discounted prices, making home equity the largest component of household wealth. Housing privatization is therefore a potentially important avenue for the conversion of bureaucratic privilege into private wealth. We estimate the resulting inequalities with data from successive waves of a Chinese national income survey that details household assets and participation in housing programs. Access to privatization programs was relatively equal across urban residents in state sector occupations. Elite occupations had substantially greater wealth in the form of home equity shortly after privatization, due primarily to their prior allocations of newer and higher quality apartments. The resulting gaps in private wealth were nonetheless small by the standards of established market economies, and despite the inherent biases in the process, housing privatization distributed home equity widely across those who were resident in public housing immediately prior to privatization.  相似文献
